When Do You Need a WMP in NSW?
Most NSW councils require a Waste Management Plan as part of the following application types:
Types of Waste Management Plans for NSW
Operational Waste Management Plan (OpWMP)
Covers ongoing waste management during the building's operational life. Includes waste generation rate calculations based on dwelling count and development type, bin sizing and configuration, collection frequency, storage room design, and recycling strategies. Most NSW councils mandate this for residential developments of 5+ dwellings and all commercial developments.
Demolition & Construction Waste Management Plan (D&CWMP)
Required for the demolition and construction phases. Details waste minimisation strategies, recycling targets (typically 80%+ diversion from landfill), disposal methods, and compliance with the NSW EPA waste classification guidelines. Councils expect specific material breakdowns — concrete, timber, metals, plasterboard — with nominated recycling facilities.
Construction Management Plan (CMP)
Addresses waste management during active construction, including site logistics, waste storage locations, collection vehicle access, dust and noise mitigation, and neighbour notification requirements. Often required alongside the D&CWMP for larger developments.
What Goes Into a Compliant NSW WMP?
Each council has specific requirements set out in their Development Control Plan (DCP), but most NSW WMPs must include:
- Waste generation rates calculated per dwelling/unit type (residential) or per m² GFA (commercial)
- Bin type, size, and quantity for general waste, recycling, organics/FOGO, and bulky waste
- Collection frequency and nominated waste contractor arrangements
- Waste storage room dimensions, ventilation, drainage, and access for collection vehicles
- Swept path analysis confirming waste collection vehicle access (SRV, MRV, or HRV)
- Recycling and waste minimisation strategies aligned with the NSW Waste Avoidance and Resource Recovery Strategy
- Site plan showing bin storage locations, collection points, and vehicle manoeuvring areas
- Demolition waste estimates with nominated recycling facilities and diversion targets
